Important Notice re: HIRSP Federal Applications.

On Wednesday, May 15, 2013 the Wisconsin Legislature’s Joint Committee on Finance voted to include language in its proposed state budget that sunsets the Health Insurance Risk-Sharing Plan.  The state budget must now pass the Wisconsin Assembly and Senate and be signed by Governor Walker.  The language approved by the Joint Committee on Finance establishes the last day of coverage for HIRSP and HIRSP Federal Plan members as December 31, 2013 unless the federal healthcare marketplace in Wisconsin is not accepting applications at that time.  The federal healthcare marketplace (formerly known as the healthcare exchange) is the key feature of national healthcare reform.  The marketplace is expected to begin accepting applications on October 1, 2013 for private, guaranteed coverage effective January 1, 2014.  HIRSP will be providing detailed information to HIRSP and HIRSP Federal Plan members in the near future.  To stay informed, please register on the HIRSP website at http://hirsp.org/about/hcr-email-signup.php to receive important email updates regarding your HIRSP or HIRSP Federal Plan coverage.  HIRSP and HIRSP Federal Plan coverage will remain in effect until December 31, 2013.


Becoming HIRSP Certified will give you two CE credits, promotion on this website, free training materials, and a $100 referral fee for each HIRSP application approved.

(Please note that the HHS decision this past May to stop paying a $100 referral fee to agents on PCIP applications does not apply to HIRSP Certification. This increased referral fee remains in effect for HIRSP applications).

Agents who complete the two-hour course will:

  • Earn two CE credits
  • Receive a $100 referral fee for each approved HIRSP application
  • Be listed on the HIRSP website as one of our HIRSP Plan Certified Agents
  • Receive training materials and an overview of the HIRSP website, documents and applications

HIRSP offers 2 plan options

  • The HIRSP Plan is for an individual who has recently been insured.
  • HIRSP Medicare Supplement Plan is for individuals who are on Medicare because of a disability or for current HIRSP members who turn 65 while enrolled in HIRSP.

Helpful Information

HIRSP continues to reimburse agents $40 for approved applications.

Note: Agents can only receive CE credits for the same course every two years. Therefore, if you took the HIRSP certification course last year, you cannot receive another two credits for taking the course this year.

In order to be reimbursed the agent must complete the agent section of the HIRSP Application.
